I think there’s a very small percentage of human beings who would actually choose to do evil. Either our of hatred or bitterness from some past, or a plain sadistic nature. The ‘terrorists’ are trained at a very early age by a part of this small percentage, before they can form their own thoughts, or have lived enough to differentiate good from evil. But when we wipe out all the current set of terrorists, and if we have to have a world of no terrorists after that, then we should choose good over evil everytime and it applies to everyone in the world. There will be no more terrorists then. Unfortunately, it is too late for the current set of terrorists, they will have to be weeded out. I am sorry if my post hasn’t conveyed that clearly.
